Uncle Tilo, aka Todd Lolla, owner

Uncle Tilo, hailing from the Midwest, has a rich background in water management and engineering. His early memories of rainwater harvesting on his family's dairy farm in the 1970s shaped his passion for sustainable water practices. A graduate of the South Dakota School of Mines with a degree in Geological Engineering, he embarked on a career in Arizona that blended consulting and contracting expertise.
During his tenure at a civil engineering firm in Phoenix, Uncle Tilo delved into groundwater studies and spearheaded the cleanup of fuel spills at gasoline stations. This experience led to his licensure as a well driller in Arizona for a decade. His dedication to groundwater issues evolved as he specialized in stormwater management, collaborating with state environmental agencies in the desert Southwest to establish groundwater protection standards in the 1990s.
Uncle Tilo's journey from the Midwest to Arizona and eventually Hawaii underscores his unwavering commitment to environmental stewardship and community service. His diverse expertise in groundwater studies, stormwater management, and well drilling exemplifies his mission to ensure clean water access for communities. In 2017, he founded Uncle Tilo's Clean Water LLC, an educational platform aimed at raising awareness about water quality and disinfection.
Through a partnership with Archer and certification as educators for Project WET, Uncle Tilo and his team are dedicated to promoting water conservation and sustainable personal water supply practices. Archer

Archer, a woman who embarked on a transformative journey at the age of 46, left her familiar life behind to explore the world and immerse herself in new countries, cultures, and communities. Traveling solo across twenty-two countries, she embraced various modes of transportation, from hitch-hiking and trains to planes and automobiles, while staying with locals as a couch surfer, home sitter, and volunteer. Her experiences living in fourteen intentional communities, some of which relied on rainwater, highlighted the crucial significance of water quality for overall health and well-being. Upon returning to the United States, Archer's awareness of water disparities grew as she traveled through all 50 states and numerous National Parks in her RV, observing differences in water taste, smell, and quality. The Flint, Michigan water crisis further deepened her curiosity and concern about water issues both domestically and globally. Engaging with water advocacy groups, she became involved with ARCSA in 2016. In collaboration with her partner Todd Lolla, also known as Uncle Tilo, Archer established Uncle Tilo's Clean Water LLC in the Pahoa Marketplace in 2017. Their storefront became a center for promoting water education, initially focusing on Rainwater Harvesters and later expanding to include well and municipal water users in the Puna community. Both Archer and Todd are certified educators for Project WET, enabling them to provide valuable insights on water conservation and sustainability in classrooms and community centers.

Water tankers that appear clean and polished externally may conceal rust, decay, pathogens, or contaminants within. To operate as a commercial water hauler legally, the owner of a truck must possess a Public Utilities Certificate (PUC). However, holding a PUC does not guarantee that the water originates from a clean source or is transported in a sanitary container. Haulers have the option to certify their tanks for safe water transportation at their own expense. As per the HDOH Safe Drinking Water Branch, state regulations mandate the HDOH to ensure that water haulers from a public water system adhere to specified procedures or standards. Conversely, water haulers delivering water to private residences are not subject to the same health protocols or standards. When selecting a water hauler, inquire about their current approval status from the HDOH. Haulers transporting water to private establishments like restaurants must be approved by the department. HDOH approval guarantees that the tank is solely used for water transportation, has undergone testing for coliform and bacteria contamination, and has been visually inspected to confirm its seal and prevent contamination during transit. This approval is valid for one year. Ensure that the water you receive is not sourced from a container typically used for non-potable water. Do not hesitate to ask questions of your water hauler. Prioritize quality over price for the sake of your health. During droughts, there may be a shortage of haulers to meet demand, leading to opportunistic individuals selling water to desperate consumers. Plan ahead before a drought occurs and establish a relationship with a trustworthy water hauler.
Always keep an eye on the levels in your tank and plan ahead!
